Does CPS have the right to tell me that I can't stay at my home,and demand drug tests?

cps wants renter s in home I own to drug test, because house was dirty day after easter, Myself and 3 children ,now do not stay there ,where we are now cps has demanded test from home owner , with no reasons other then past record and rehab .I can't go to my home and cps has told my boyfriend that he or myself and children must not stay at his home .only reason was a visit from cps to close a past case from my mentaly handicap son,,
