What's wrong with my friends 10 year old dog?

Everytime my buddy goes out to walk with his/her dog ; the dog always pulls on the leash,it goes crazy likes to chase and bite cats,mouse,skunks,possum,squirrels. It also has a bad habit of drinking dirty street water and likes sniff around and eat whatever food he/she finds
